Which response codes are considered “incomplete”?

025 – Locate Not Yet Started: Used to inform excavators that the locate process has not begun. Facility owners/operators must provide comments explaining the reason for delay. 

If a response is not posted, response code 25 is used, or supporting documentation is not provided by the due date, it is considered incomplete and the system will automatically send Positive Response Renotifications daily for up to 30 days, or until a positive response code and required documentation is uploaded—whichever comes first. Please note, a Positive Response will not be complete unless a file attachment is submitted.
