How to Process an EXRN - Utility Not Found
Overview
An Excavator Re-Notification (EXRN) for Utility Not Found should be submitted when a known or expected utility cannot be located under existing markings. This ensures the utility owner/operator is re-notified and has the opportunity to verify or correct their locate.
When to Use This EXRN Reason
Select “Facility Not Found Under Marking” when:
- A utility is expected but not found after reasonable efforts (e.g., potholing).
- Markings do not match field conditions.
- The excavator cannot verify the presence of the marked facility.
This reason code is available for the full life of the ticket (30 days from the Locate By Date).
Key Considerations
- EXRN restarts the locate process: Submitting an EXRN re-notifies the affected utility owner/operator and prompts further investigation or correction.
- Excavator responsibility: Excavators are responsible for verifying markings and identifying discrepancies early in the ticket lifecycle.
- Do not wait until the end of the ticket: If a discrepancy is identified, submit the EXRN promptly—do not delay until near expiration.
- If the issue is identified near the end of the ticket lifecycle: An update may be more appropriate than an EXRN in certain circumstances.
Ticket Validity & Timing
- The original ticket is valid for 30 calendar days from the Locate By Date.
- Submitting an EXRN does not extend the ticket expiration date—it remains tied to the original 30-day timeframe.
- If an EXRN is submitted near the end of the ticket (e.g., Day 28–30):
- There may not be sufficient time for resolution.
- A new locate request (new ticket) may be required.
Best Practice Guidance
- Submit EXRNs as soon as an issue is identified.
- Monitor the ticket timeline and plan work accordingly.
- Allow time for utility owner response and field verification.
- If you are approaching expiration and issues remain unresolved, be prepared to submit a new ticket to maintain compliance.
Summary
An EXRN for “Utility Not Found” is a critical step in ensuring safe excavation when field conditions do not match markings. Acting early within the 30-day ticket window helps avoid delays, reduces risk, and ensures compliance with Colorado 811 requirements.
